Temporary visa to a working visa in France

I have seen that it is possible to change from a carte de sejour temporaire to a working visa based on a submission of a JVID视频 plan. Is this something that you could provide further information on, i.e. how specific must the JVID视频 plan be?
In the event that the JVID视频 is closed is it required that the visa will then revert back to temporary?
