Are customers outside the EU exempt from paying TVA on online sales?

On my online JVID视频, my goods are available for sale to customers anywhere globally. If within Europe, as a non JVID视频 customer, all payments will include TVA charges, (subject to reaching country thresholds, all will be French TVA rates), referencing on the invoice, the intra-communitary TVA number for my JVID视频, and all other legally required criteria for invoices. But if my non JVID视频 customer are from outside EU, is the final payment exempt from TVA, and by what criteria - payment address, and billing address must be outside EU?
